About This Partnership
Merit Academy is a public charter school authorized by the Woodland Park School District RE-2 Board of Education. As the authorizing entity, WPSD holds responsibility for approving Merit Academy's charter contract, monitoring academic and operational performance, and ensuring compliance with Colorado charter school law.
In addition to its authorizer role, WPSD makes district facility space available to Merit Academy through an annual Facility Use Agreement, as required under Colorado charter school law. All documents, contracts, and agreements governing this relationship are published here in the interest of transparency and public accountability.
STATE FRAMEWORK
Colorado Charter School Authorizing Standards (CACSA)
Since early 2026, WPSD's Board of Education has worked with the Colorado Association of Charter School Authorizers (CACSA) to establish best practices for authorizing, monitoring, and renewing its charter school, Merit Academy. CACSA provides a framework for evaluating academic performance, financial health, organizational governance, and legal compliance.
The district plans to use these standards to conduct annual performance reviews, renewal evaluations, and any accountability actions related to the charter. Families and community members can review the CACSA framework documents below.
GOVERNING AGREEMENT
Charter Contract
The Charter Contract is the legally binding agreement between Woodland Park School District and Merit Academy. It outlines the school's educational mission, academic performance expectations, governance structure, financial requirements, and the terms under which the charter may be renewed, revised, or revoked.
